Most fit-out approvals in Dubai are not refused; they are returned. A submission comes back because a document is missing, a drawing does not match another drawing, or the landlord NOC was not in hand when the authority application went in. This checklist sets out what should be ready at each gate — landlord NOC, building authority permit, Dubai Civil Defence, DEWA and completion — so that each package goes in once.

First, confirm which authority has jurisdiction

Every checklist below depends on this answer. Most mainland plots fall under Dubai Municipality; Trakhees, the Dubai Development Authority (DDA), Nakheel and other master developers govern their own zones, and each runs its own portal, forms and drawing conventions. The landlord’s fit-out guide, or the building management office, will normally state which authority applies. Confirm it before submission drawings are produced; formats differ between authorities.

Checklist 1: the landlord NOC package

Nothing goes to an authority without the landlord’s consent. For a mall unit, an office floor or a standalone building, the landlord or building management will usually ask for:

  • The tenant’s valid trade licence and the tenancy contract or Ejari registration.
  • A contractor appointment letter from the tenant, plus the contractor’s trade licence and insurances (contractor’s all-risk and third-party liability are typical; the fit-out guide sets the cover).
  • Design drawings coordinated across architecture, MEP and any structural elements: layout, reflected ceiling plan, elevations, shopfront or entrance, finishes schedule, and MEP drawings showing every connection to base-building services.
  • Material samples or specification sheets where the guide asks for them, especially for shopfronts, flooring and anything fire-rated.
  • The fit-out deposit and any landlord review fees.

The NOC itself is the document the authority will ask for next, so keep the stamped drawing set that accompanies it — later submissions must match it.

Checklist 2: the building authority fit-out permit

Requirements vary by authority, but the DDA’s published list for its fit-out permit is a good model of what most authorities expect: a contractor appointment letter from the tenant, a copy of Ejari, the NOC from the building owner, NOCs from the other relevant authorities, and the approved and proposed drawings in the authority’s required format. The DDA also notes that the application is made by the contractor, that a fit-out permit is valid for six months, and that adding structural elements, changing use or adding floor area moves the job into a building modification request instead. Trakhees runs its own modification permit process. For Dubai Municipality and others, check the current requirements on the authority’s portal; lists are revised by circular.

Before uploading, we check three things: the drawing set matches the landlord-stamped set exactly; the consultant and contractor are registered with that authority; and any core drilling, slab penetration or new loads have been flagged rather than left for an inspector to find.

Checklist 3: Dubai Civil Defence

Fire and life safety approval applies to effectively every commercial fit-out, including changes that look minor, such as moving a partition that alters an escape route or a ceiling that affects sprinkler coverage. The package is usually prepared by a Civil Defence-approved fire consultant and covers detection and alarm, sprinkler layouts, emergency lighting and exit signage, escape routes and travel distances, and fire-rating certificates for materials such as wall linings, doors and ceiling systems. Material certificates are the item most often missing, so obtain them before the order is placed, not after delivery.

Checklist 4: DEWA

If the fit-out stays within the existing electrical allowance, DEWA involvement may be limited to the landlord’s own process. Where extra load is needed — common for F&B, high-lighting-density retail and server rooms — prepare the load schedule and single-line diagrams early. A load increase needs its own approval and can hold up energisation even when everything else is complete.

Checklist 5: during works and at completion

  • Display permits on site and keep a live register of expiry dates; a six-month permit on a long programme needs revalidating before it lapses.
  • Any design change after approval goes back through a revision submission before it is built.
  • Keep testing and commissioning records for fire alarm, sprinklers, emergency lighting and electrical installations, signed and ready for the inspector.
  • Book Civil Defence inspection first. The DDA, for example, states that the Civil Defence completion certificate is required before its fit-out completion certificate.
  • Close out the landlord’s snagging and handover inspection, then reclaim the fit-out deposit.

Sinas Interior Decoration LLC has delivered 2,500+ projects, including 1,500+ retail fit-outs, since 1986, with approvals experience across Dubai Municipality, Dubai Civil Defence, DDA, Trakhees, Nakheel and DEWA. The projects that open on time are the ones where these packages were assembled before demolition, not during it. For the mall-specific sequence, see our guide to the mall shop approval process.

Frequently asked questions

What is the difference between a landlord NOC and an authority permit?

The landlord NOC is the building owner’s consent to the works. The authority permit is the government’s approval to build. The NOC normally comes first because authorities ask for it as part of the permit application.

Who submits the fit-out permit application?

Usually the registered fit-out contractor, working with the design consultant. The DDA, for example, requires the requester to be the contractor. The tenant signs the appointment letter and pays fees and deposits.

Does a small fit-out still need Civil Defence approval?

In most cases, yes. Changes to partitions, ceilings or layouts can affect escape routes, detection and sprinkler coverage. Check the current requirement with Dubai Civil Defence for your scope.

How long is a fit-out permit valid?

It depends on the authority. The DDA states six months for its fit-out permit. Check the validity on your permit and revalidate before it expires.
